this tutorial you will need:
Paint Shop Pro
Filters Unlimited 2
Eye Candy 4000
Flower image - you can grab the one I used HERE
A pretty font - I used Bickham Fancy Script

Let's
Begin!
1.
open a new 500x500 canvas
2. copy & paste your flower tube into the blank canvas on a new layer
3. fill bottom layer with matching color
4. go to Effects/Plugins/Filters Unlimited 2.0 with the following settings:

5. set your Background color to a bright shade from your image
6. go to Effects/Plugins/Eye Candy 4000 Gradient Glow with these settings:
 
Now hide the flower layer and activate your background layer
7. with your Foreground & Background set to complimentary colors,
activate your shapes tool, Rectangle - Create On Vector - Line Width 1
pull out some rectangle shapes, switching your foreground and background colors
to different shades for variation - here's what mine looks like:

8. right click on the vector layer with your shapes and convert to raster
9. use the Filters Unlimited 2.0 with the same settings as before
on your rectangles
10. drag your rectangle layer under your flower layer and lower the opacity to about 70-75:

11. using your rectangle shapes with the same settings, make a few long narrow rectangles
that resemble thick lines:

right click on the vector layer and convert to raster
12. apply EC 4000 Gradient Glow to your lines
13. use your selection tool and pull a rectangle around your canvas,
cropping away any extra so that you have a tighter composition.
14. pick a font & with the line width set to 1 and two colors from
your image, add your text as vector, stretch to size and place where you like.
right click on the vector layer and convert to raster. add a drop shadow with
the following settings:

14. merge all flatten. add a border of 1 in one of your matching colors.
then another border of 15 in a light or white color.
and finally another 1 point border in the same
color as your first. resize and save!
